Extraordinary leave- Rule 16-MEPS

(13) Extraordinary leave may be granted to an employee in special circumstances which no other leave is by rule admissible or when other leave as admissible but the employee applies in writing for the grant of extraordinary leave. Except in the case of a permanent employee, the duration of extraordinary leave shall not exceed three months on any one occasion. In the case of a permanent employee, the duration of the extraordinary leave shall not exceed three years on any occasion. The authority competent to sanction leave may commute on any one occasion. The authority competent to sanction leave may commute retrospectively the period of absence without leave, into extraordinary leave.

Leave Rule 16 - MEPS - 1981

16. Leave MEPS. -  (1) Leave shall not be claimed as matter of right. Discretion to grant, refuse or cancel leave (other than casual leave) is reserved.-(i) in the case of the teaching and non-teaching staff (other than the Head), with the School Committee and (ii) in the case of the Head, with the Management. (2) An application for leave other than casual leave or extension of leave or to proceed on leave after vacation shall ordinarily be made in good time before the date from which the leave or its extension is sought. Even in exceptional cases where it is not possible to apply beforehand because of circumstances beyond the control of the employee, the application shall be made within 7 days from the date of absence. A non-permanent employee shall be deemed to have abandoned his service if he fails to apply for leave within seven days from the date of absence. १६ .  रजा १६ . रजा - (१ ) हक्क म्हणून रजा मागता येेणार नाही. नैमित्तिक रजेव्यतिरिक्त रजा मंजूर करणे , ती नाकारणे किंवा रद्द करणे याबाबतचा विवेकाधिकार (एक) (मुख्याध्यापक वगळून अन्य) शिक्षक व शिक्षकेत्तर कर्मचारीवर्गाच्या बाबातीत , शाळा समितीकडू व (दोन) मुख्याध्यापकाच्या बाबतीत , व्यवस्थापकवर्गाकडे राखून ठेवण्यात आला आहे. ( २ ) नैमित्तिक रजेव्यतिरिक्त इतर रजेसाठी , रजावाढीसाठी किंवा मोठ्या सुट्टीनंतर रजेवर जाण्यासाठी करावयाचा अर्ज , सामान्यत: रजा किंवा रजावाढ ज्या तारखेपासून पाहिजे असेल त्या तारखेपूर्वी पुरेसा अधी करावा लागेल. कर्मचार्‍याच्या आटोक्याबाहेरील परिस्थितीमुळे आगाऊ अर्ज करणे शक्य नसेल अशा अपवादात्मक बाबतीत देखील , अनुपस्थितीच्या तारखेपासून सात दिवसांच्या आत अर्ज न केल्यास , त्याने सेवा सोडली असल्याचे मानण्यात येईल. *( ३ ) ज्या कर्मचार्‍याला अनुपस्थितीच्या तारखेपासून सात दिवसांच्या आत अर्ज न करण्यामागे पुरेसे कारण नसेल अशा स्थायी कर्मचार्‍याच्या बाबतीत , ही गोष्ट शिस्तभंग म्हणून समजण्यात येईल ; आणि योग्य चौकशी केल्यावर योग्य त्या शिस्तभंगाच्या कार्यवाहीस तो पात्र ठरेल....
